BAM - Harvey Theater - Partial View? How bad?

It depends on which partial view seats you end up in. There are quite a few seats directly behind posts, which block your view entirely, and there are some that are just behind the railings where the wheelchairs are seated, which in my experience (seeing Streetcar from one of the latter) was fine - not spectacular, but a lot less expensive, and I was still able to see 90% of the show clearly.
