White House spokesman Ben LaBolt said the administration isn't yet ready to lift the ban - but Obama still supports needle exchange.
"We have not removed the ban in our budget proposal because we want to work with Congress and the American public to build support for this change," he said. "We are committed to doing this as part of a National HIV/AIDS strategy and are confident that we can build support for these scientifically-based programs."
I've read those two paragraphs over and over and they still make no sense to me.

y'know what? he's got almost a filibuster proff majority in the senate. overwhelming majority in the house. he was able to get his budget monstrosity through. he was able to get stimulus with no gop suppport.
don't tell me he can't do pretty much whatever he wants. it comes down to the fact that he just doesn't want to do it.

He is avoiding this issue and several others because he doesn't want the Fourth Reich accusing him of being soft on certain issues. Making needle exchange easier would make him a friend to Junkies (not that the party of Limbaugh and Mrs. McCain dhould have any problem with junkies) and taking action on repealing DADT and DOMA would make him a friend of the gays.
Of course, with the gay stuff he's just another Christian bigot like McCain and Pat Robertson, so there you go.
He's having to tie himself in some rather ugly knots. And all to avoid criticism from people who will smear him with far worse at the drop of a hat.
