Assassins Question

I was just listening to my Assassins OBRCR, and wondering - does anyone think the Proprietor and Balladeer could work as one character? Sort of an angel/devil thing. The baritone parts could be moved up to fit the Balladeer's tenor. The characters just always seemed so extraneous against one another.
