Building a balcony for a HS production with no money?

Hey all.

So, the drama department at my school is pretty much broke. We're doing a production of the play 'Fools' this fall, and we have to build a balcony.

We do have scaffolding, so I was thinking of maybe using that and a ladder and disguising it somehow...but I don't know.

Any ideas? The audience needs to be able to see the people climbing up and down from it, and it has to be able to support at least 2 people. =/
