Yes. It listed him as a guest star on the opening credits. John Cullum is also supposed to appear on this episode.

Thank God they brought Alex back "briefly." I hope its permanent because the new ADA makes me want to tear my hair out and eat it.

Cullum is a reoccuring actor in the SVU rotation (as a lawyer).... he's been on since around '02 .

He's not a special guest or cameo or anything.

I'm pretty sure Alex was in a witness protection program after her death was faked, there were references to that last night.
Cullun's character mentioned history with Alex, so I'm assuming the character has been promoted to judge.

Alex was in the WPP after a druglord she was prosecuting had one of his goons shoot her in a drive-by. They announced in the papers she was dead but she told Benson and Stabler she was still alive before she left the city under the guise of a new identity.

This return is justified by the perp having died in jail and the others in his group being deported to Ireland therefore allowing her to resume in her old identity.

This is supposed to only be a few episodes, but judging by the general consensus that the new ADA is so terrible (evident even in the rolled eyes by the other detectives before she was to arrive at the scene but Alex shows up instead) I could see this as either permanent or a segue into hiring a new actress.

To further the Alex Cabot threadjacking- does Conviction exist in the SVU universe? They specified that Alex left witness protection three years ago, which could fall into the Conviction timeline, but I couldn't figure out if they were implying that she hadn't been in a courtroom since then, and were just ignoring Conviction altogether?

(Not even Stephanie March could get me to watch anything beyond the pilot episode of Conviction, so I have no clue how any of this fits into what was canon there.)

Conviction was supposed to be based on Alex's return from a short stint in Witness Protection (according to Wiki)

It DOES take place in New York City but she is not a District Attorney; she's a supervising Bureau Chief for the D.A.

I doubt the two "worlds" ever truly met, though, since it seems like this is her first time back (even though it is technically not)

When she returned from Witness Protection, she was promoted to Bureau Chief, so she was in charge of a group of ADAs, but she was still an ADA (just with oversight abilities).

Dick Wolf said that "Conviction" was supposed to take place in the "Law & Order" universe, and there's evidence of this (such as when DA Branch is shown on the TV in the first episode and Alex Cabot's reappearance), but since it only lasted one season, there's also the case that Milena Govich and Julianne Nicholson, who both played ADAs in "Conviction", were hired to portray detectives in the original and "CI", respectively.
