She was Miss Noodle, Mr. (Bill Irwin) Noodle's sister, and they were learning how to take turns on a swing. She has appeared in Elmo's World segments as this character before, although in solo spots. I think Sesame Street started using her when Michael Jeter (Mr. Noodle's brother, Mr. Noodle) died.

no she was Ms. Noodle in several segments with both of the Mr. Noodles [Irwin and Jeter]. so she was around on the show before Michael Jeter passed away

would you believe i considered watching sesame street today, but watched the end of the Today Show instead
