Not everything is what it seems.

Of course, the concept of having a man in drag play the role made more sense when all of the songs in the show were costumed and choreographed as specific vaudeville turns, as in the original production.

Were you referring to the point of the character being played by a man in drag or the just the overall significance of the character itself?

Well it's part of Roxie's defense-- nothing is as it seems. Also, it's based on a real person who always saw the best in everyone (especially another woman). They called her a Sob Sister because you could go to her and cry and she'd believe whatever silly story you told.

The character was in the movie, even though her song was not.
It's a parody of how easily the media is manipulated into spinning the ugly truth into gold based on the public's desire to worship celebrity and root for the underdog.
