The two lead producers on this, Paul Blake and Mike Bosner, are the ones who made Beautiful work. Blake also wrote the book for the production of Roman Holiday at The Guthrie. He had previously done a similar adaptation of White Christmas, which is the one that's played Bway a few seasons and toured successfully.
After the Guthrie, it seemed like the major problem was the book. Looks like for this incarnation they've hired new writers according to Playbill (http://www.playbill.com/article/roman-holiday-musical-sets-pre-broadway-premiere), "He is joined by Emmy-winning writers Kathy Speer and Terry Grossman ( The Golden Girls) for the latest incarnation."
Looks like someone finally got Blake to cave in and get some help, hopefully it helps!
