That's oversimplifying the origin of both shows quite a bit.
Newsies: A Disney film with a $15 million budget, wide theatrical release, and the usual publicity machine that you come to expect from Disney. The movie was set up to perform well, it just didn't. And there's nothing unusual about a Disney property becoming a Broadway show.
