The stairs outside the RTT (at the exit doors where HAM4HAM happens) are already used for sitting by people without chairs (and like I said before, some with chairs), but I think that if someone who has a legitimate handicap wanted to wait on the line the theater would have to allow them to use a chair.

Just a guess, but I think that the bathroom/coffee/stretch your legs breaks will still be allowed since the line mostly polices itself.
