But the good news is ONLY $2.6 billion has no documentation to substantiate how it was spent. Oh, how I wish there had been teabaggers around back then to decry this! I'm sure they'll be taking it up now, right?
Oh wait, it was Iraqi oil money, never mind. Who cares?
