So--there's video all over the web of this thing, typically captured by people's "dashboard cameras".

Is that a thing?

Apparently it's common in Russia. Do we have them here? Is this yet another bit of gadgetry that everyone decided to adopt while I was out of the room?

People everywhere have them. I've seen them mounted on bike helmets.

I really don't understand the need for them, except in cases like this.
