Nixon and Truman had lower approval ratings but no president since 1938 has had this high a disapproval rating.

So true, but as far as I'm concerned, both he and Cheney have gotten away scott-free with this poor excuse of an administration.

Movement continues among independents, quintessential swing voters and a highly changeable group this year.

This group will determine the election.

I'm not surprised Bush has a high disapproval rating. I am surprised that so many favor McCain/Palin when it's clear it will be a continuation of the Bush Administration' policies or worse.

If you watch Fox News, seriously, you never perceive a nation at odds with this regime. It's always, "today, the President spoke sharply about..." Or "This morning, at his news conference, President Bush laid out a strong argument why..." The source is a key to perception. People who do not take news from multiple sources, who rely solely on Fox and/or talk radio, think Bush is simply "strong, but misunderstood" by liberal bias and a Bush-hating Democratic Congress. I have a distant relative who still truly believes Bush's faith alone defines him -- he has supposedly done everything His God has asked of him, and his faith never waivers -- end of discussion. In the words of Mary Cheney -- remember her? -- he's "a good man." The End.

About that "other 30%":

During Watergate at its height, there was always about 25% of the public who supported the President no matter what the news said. This became the benchmark of an approval rating. There would always be about a quarter of the public who supported any President.

The approval rating is really 5% plus or minus. These are the people who have not yet forsaken the President.
