stage - just click on the 'send pm' link under someone's name, and a pop-up should appear for you to use.

To retrieve them, you can either click where it says you have one new message, or on the private messages link to the left.

Click on 'guidelines' at the top of either message board, and there's a whole list of them at the bottom.
