I found this picture that my grandmother had. She told me that she thinks it's a movie star because she used to get pictures from them, and it looks like one of the photos that the studios used to send.

I do not recognize him. Gary Cooper was leaner and more elegant looking. I think this man was 5-10 years older than Cooper if the photo is from WWII.
It's not Gary Cooper, and it's not Alan Ladd, who is more of a match (see link of Alan in the Army).

Are there any logos or other marks on the front or back? Narrowing it down to a place/entity/studio would help.

He does look familiar to me but I can't quite place it. I keep thinking Randolph Scott but I'm not 100% sure

The nose is all wrong for Randolph Scott -- this guy's nose is a bit bulbous. Sounds like grandma has some 'splainin' to do. LOL

I, too, thought the nose was bulbous at first, but on closer study of the photo I realized it is not. It is the curved shadow from the hat which crosses the nose that makes it appear so.
Look at the slant of the eyes which go downward toward the outside of the face, the smallish mouth and the shapes of the ears and chin in different photos. The deep vertical side lines in the left cheek. The under-hang of the chin. Weight may go up or down 15-20 pounds, for anyone, but particularly for an actor in different roles.
And notice that MTVMANN's photo was taken looking down on the face, while the cowboy shot was taken from below the level of the face, looking up at it, so the angles are different. Same face.

I have a great deal of respect and appreciation for old Hollywood. I can usually walk into a room and name the movie that's playing on the TV.

I had this encyclopedic large paperback book of all Hollywood and other films in pictures since film began to 1970's or 80s. I hadn't used it in so long I gave it to one of my libraries. When this thread came up I went to consult it for the war years and it was gone! One I shouldn't have given away perhaps, but oh, well.
Scott was in WWI, but in the Army. During WWII he tried to join the Marines but due to a previous injury was rejected. He only did three military movies -- but I'm not sure if any were Navy related.

He was in To the Shores of Tripoli, 1942 and that was about Navy Marines.
