the last sec. state to re-up after a full four year term was nixon's guy william rogers and he lasted all of 9 months before being replaced by henry kissinger. prior to that, dean rusk (61-69) and john foster dulles (53-59) did it. cordell hull had it the longest consecutively (33-44) i believe. george schultz (82-89) re-upped with reagan but he'd come in half way through reagan's first term to replace al "i'm in control here" haig. i'm not bothering to go back further than that, although looking at the years from 1898-1925 there were a few who served longer than the presidents who appointed them.
i think that change is good. powell had a very, very long four years. it will be interesting to see what this cabinet looks like. i have a feeling it's gonna be a lot more colorful than many in recent memory.
