okay, based on that, i think he would have been better off asking what the word "sovreign" meant, before answering the question... and was that laughter i heard in the background?

Bush is asked by a reporter from the Seattle Post-Intelligencer about the meaning of Indian tribal sovereignty in the 21st century to which Bush responds:
"Tribal sovereignty means just that. That it is sovereign. You're a... you're a... you've been given sovereignty ... and you're...viewed as a sovereign entity (audience chuckles) ......therefore the relationship between the federal government and tribes is one between... sovereign entities"

he was asked what tribal sovreignity meant to him, in regards to Native Americans, and how to resolve conflicts between the tribes and the federal and state governments... and Bush responded, "it means that. it's sovreign. you're a... you're a... you've been given sovreignity and you're viewed as a sovreign entity." and then he looks at the questioneer as if his answer might be wrong... then continues (after the "laughter" has died down) "and, therefore, the relationship between the federal government and tribes is one between sovreign entities."

LOL - I am a fast typist. It was fun to get to listen to it carefully. On a purely human level I felt sorry for the clueless guy.
