So, the other day my cat walked across my keyboard and turned something on. Previously, I could scroll down the page with my arrow keys, but know when I do that, they will move with the next (for example, if I clicked my cursor on a word and then used the arrow keys, the page would go down by through the words instead of going down as it normally does). I can't remember the name, it was caret something, but does anyone have any idea how to turn it off?

I'm not sure if I understand your question clearly but it almost sounds like the SCROLL LOCK key is on. This key should be somewhere on the top left of your key board. There will be a light on showing that it's on. Just press it again to turn it off.
I was going to say the "Scroll Lock" key as well. Just press it once and see if it fixes the problem. Mine is in the upper-right corner of my keyboard between "Print Screen/SysRq" and "Pause/Break".
