Cover Letters

I am trying to start an acting career and am not sure as to whether or not cover letters are necessary when submitting headshots/resumes to agencies. I know to send one when submitting for a specific project but if somebody could tell me the exact details of cover letters, (i.e. when/where to send them, what exactly they should say, etc), then I'd appreciate it greatly. Thanks ya'll.

Also-- I get the Ross Reports and wondering whether i'm supposed to send to the specific agents listed under each agency or to the agency in general... If the answer is a specific agent then how do I know which one to send to? Or do I send to all?
