DVD-rom issues

ok, I've tried a million solutions to this.
MY DVD-rom drive is not working. It plays CDs just fine and will even record CD-R...but the DVD won't detect.
After much searching, the best reason I could find for this is that my DVD decoder needed to be updated. So I did it.
No dice.
I have a Dell Notebook but their website is not too terribly helpful and god knows their phone support sends you to some country where you're on hold for days...anyone got any advice?
