Did that law in Ca pass?

Did the law that said people born after 1992 couldn't get their drivers lisence until they were 18? I can not remember. I think it was only in Ca, but could be wrong.

Doesn't look like it's passed yet, but you have to have two parent signatures if you are under 18. Can't drive between 11 PM and 5 AM or with people under 20 without a licensed in the car.
