I think it is important to respect a woman of color who has become one of the most influential and inspirational citizens of our country. Regardless of how you feel about this administration, that assessment of yours about Ms. Rice couldn't be more "off". Aside from your misstatement of the precedence of succession, you are making a mistake about a wonderful, bright, woman.

I think she's awful at her job, but not a dingbat, and not stupid.
And you can't just take over as Speaker of the House. You kinda need to be in the House of Representatives first.
