Does anyone else notice this, When there is footage on TV that is shot in England, I can tell its shot there because of a certian grain or color contrast that it has, I have noticed thsi before, expecially during news telecasts, when it has 2 reporters side by side on the screen and you can notice the difference, does anyone else notice this or know why?

If it is from a UK video source, it would be the transfer of PAL video format (UK) to NTSC (US). If it is film, I have no clue. There should be no difference.
It's also often lower budget in the UK than the US.
Have you seen the UK soaps? Coronation Street, EastEnders, etc. are all horribly lit, makeup is atrocious, etc. They make the actors look horrendous!

US news often looks less defined in the UK and the colour often bleeds -so it maybe the configuration of the tvs themselves *shrugs shoulders*.
As for Eastenders nd Coronation Street aren't the characters supposed to look a bit shop worn

You're right- on EastEnders the characters are supposed to look working class. But in general on pretty much any of their soaps, even the "glamorous" or "wealthy" characters look a fright!
I've noticed this, too. For years I thought it was just the cross-Atlantic broadcast, but I was in London last month and it was the same: that pale, washed look. I think it's just the film grade. Maybe Brits watch American TV and think it's too bright and garish!
