When you are booked as part of a company, troupe, or band to work in another country who's responsible for procuring the necessary work permits?

Whoever sets up your gig. They will need your passport info, etc. If you don't have a passport that is your responsibility. But it really depends on your producer to make the arrangements.
I should say it's up to the production team. The producer has little to do with it except to instruct others to take care of it. There have been times when I've had to surrender my passport for periods of time in a foreign country while the stuff was being processed. It's always good to make a few color xeroxed copies and put them in different places in case the original gets lost. Especially if you are traveling to a totalitarian country. It was a bit adventurous to travel into Russia a year after the collapse of the USSR and immediately have my passport taken away, but it was all routine and they returned it in half a day.
