Where would you recommend starting out for someone who is interested in learning the ancient trade of gore/blood effects?

Ask people who do or have done it. This is something that is probably learned best by doing it. I wouldn't trust a classroom for the real jobs. It is part of the costume, makeup and stage management departments on a show.

Ask actors about blood sacs and getting them to work right. Stock and community theatres can always use people who can think these things out and do them for a relatively small amount of money.

There is a firm in NY that does special effects of the explosive kind. Gregory Meeh is one of the partners but I forget the actual company name. See if they need interns.
