No.
I know that leap day babies are those born on February 29th, but it is not too early to start.
The word bissextile refers to the 24th: In the Roman calendar, the sixth day before the ‘Calends of March’ (February 24th, counting back from the beginning of March) was repeated (or continued for an additional 24 hours) in a leap year. The term is based on Latin sextus - ‘six’ - and bis - ‘twice’ - and means ‘twice the sixth day’.
p.s. Today is the 24th.
We were discussing how to say when your last birthday was in the Spanish course I am taking. One of the women told him it had been four years since her last birthday in Spanish and he went on for a minute or so telling her she was wrong. He didn't catch on that she was a leap year baby for a bit. It was pretty funny.
