but aren't hotspots free? I mean if I'm in an apirport, hotel, etc that is a hotspot, can't I connect to it free on my laptop?

exactly. Some restaurants provide that, same do airports and universities and other institutions. My university does as well.

The Grover's, that is of course your right to do so. But any institution with a hotspot will hardly share their property without charging a fee
