Equal Civil Unions will never be the same Marriage so long as thousands of laws use the latter term and not the former.
I think it would be easier to achieve Gay Marriage than it would be for lawmakers to take the time revise all those laws, and or to deal with legal challenges.
The Religious Right will undoubtably contest any attempts by Gay and Lesbian couples to secure equal rights. They will fall back on argument that the laws are non-applicable to Gays and Lesbians because the wording refers to "Marriages" and Not "Civil Unions."
