Poll: Bush, Congress Approval Slumping

By WILL LESTER, Associated Press Writer

WASHINGTON - President Bush's standing with the public is slumping just three months into his final term, but Americans have an even lower regard for the job being done by Congress. Bush's job approval is at 44 percent, with 54 percent disapproving. Only 37 percent have a favorable opinion of the work being done by the Republican-controlled Congress, according to an AP-Ipsos poll.

Bush's job approval was at 49 percent in January, while Congress was at 41 percent.

"This is a pretty sour spring," said Karlyn Bowman, a public opinion analyst at the conservative-leaning American Enterprise Institute. "People are not very impressed by what Bush is doing or by what Congress is doing — Democrats or Republicans."

Record high gasoline prices, nervousness about the future of Social Security, the ongoing Iraq war and the Terri Schiavo case are all contributing, political analysts said.

Republicans in Congress and the president moved quickly during the Easter recess to approve legislation intended to prolong the life of Schiavo, the brain-damaged Florida woman who died after her feeding tube was disconnected.

The number supporting Bush's handling of some domestic issues dipped between March and April, to 42 percent for the economy and 38 percent for issues like education and health care, according to the poll conducted for The Associated Press by Ipsos-Public Affairs.

Support for the president's approach to his top domestic priority, Social Security, remained at 36 percent, while 58 percent oppose it.

Republican pollster Tony Fabrizio said Bush faces an uphill battle with his plan to allow younger workers to invest some of their Social Security taxes in personal investment accounts.

"With the Social Security plan itself, they're fundamentally trying to sell a plan that isn't popular," Fabrizio said. "They're flying into the wind."

Young adults are supposed to benefit the most from Bush's Social Security proposal, but a majority of that group, 54 percent, opposes the president on that issue.

Ed Rollins, a Republican who was a top political adviser to President Reagan, said if Bush continues to push relentlessly for his Social Security plan he's taking a chance.

"If he wants to make Social Security his legacy," Rollins said, he faces the risk that "there will be no legacy."

Denise Brown, a 41-year-old Republican from Prattville, Ala., is among those Bush has yet to convince.

"I'm not sold on it," she said. "Maybe there haven't been any alternatives put out there. Something definitely needs to be done, but there are probably other ways to do it that may be better."

While Democrats firmly disapprove of Bush's job performance and independents lean toward disapproval, Republicans remain firmly behind him.

"I don't know that the exit strategy in Iraq is completely thought out. And I don't know that all the Social Security options have been explored," said Scott Lindsey, a Republican who lives around Memphis, Tenn. "But I think President Bush is doing a good job."

The president's poll standing has been in the mid-40s to low-50s for the past two years, said Matthew Dowd, who was a strategist and pollster for Bush in the 2004 presidential campaign.

"The president being at the lower end of his normal range has more to do with the price of gasoline and thus, economic confidence, than anything else," Dowd said.

During the first three months of the year, Congress has spent much of its time discussing the budget and Social Security and passing legislation toughening laws on bankruptcy. Congress interrupted its Easter break last month to pass the legislation on Schiavo.

Some think Congress has its priorities confused.

"I don't think Congress should have gotten involved in the Schiavo case," said Tiavia Fields, a nurse from Compton, Calif., who is a Democrat. "That was in Florida and it had nothing to do with us. Isn't that a state matter? They should have just let that poor woman's husband handle it."

Democrats are pondering how best to tap into public dissatisfaction with Bush and the GOP-led Congress.

"I think the Democrats have to be clearer about offering alternatives, not just the critique," said Democratic pollster Celinda Lake. "People already know what the problems are, they want to know the solutions."

The AP-Ipsos poll of 1,001 adults was taken April 4-6 and has a margin of sampling error of plus or minus 3 percentage points.

I think the Republicans, and the conservative Reagan age in general, are in deep trouble from here on out. They've conquered all the branches of government, so what's next? They're inevitably going to turn on each other and fall apart in 10-20 years. Same thing happened to the Democrats. I just wonder if the big split issue will be homosexual rights, or maybe foreign policy. Religion in public life, perhaps? Hm.

Even at the Pope's funeral, surrounded by devout Catholics in deep mourning, Bush was booed. No one likes him anymore...

Wow Booed at a FUNERAL? That is a new low.

You know, I'd heard that during the funeral, W. leaned over to Bill Clinton and said "Man, I hope there is a crowd like this at MY funeral" and Clinton said "OH George, I'm sure there will be a LOT more people at YOUR Funeral!" Bush said "Wow, do you really think so?" and Clinton said "Sure there will be! You've heard the old saying 'give the people what they want...'"

Perhaps, this will bring a tear to your eye. In contrast to the waves of Booooing that hit Bush today at the Pope's funeral, Bill Clinton was Mobbed and greeted with adoring chants of U.S.A.!, U.S.A.!, U.S.A.!

As Mr. Clinton went for a walk, ...shoppers, tourists having lunch at outdoor cafes and Italian business people going to meetings all stopped to greet him.

Along the streets, people starting yelling "Bill, Bill, Bill," and a few shouted "U.S.A.!" One shopkeeper raced out with a photograph of Mr. Clinton on a past visit.

"You go around the world and you see a lot of affection for Americans," he said.

[can you imagine, a plain shopkeeper has Clinton’s photo hanging on his wall]

..by the time Mr. Clinton made it out of the back streets and into the open square, a mob of hundreds developed. Mr. Clinton's nervous Italian bodyguards put him in a car and sped him away.

After the dinner with the Italian leader, he went out with President Viktor Yuschenko and stayed out with him until after midnight.

There is a special issue of Life magazine on the shelves that is all devoted to the presidency of Franklin Roosevelt. Many of the things that George W. Bush are attempting to destroy were created by FDR and I hope people understand that. FDR felt that government should be active in improving the lives of it's citizens. Today's Republicans think that the federal government needs to be smaller and big business needs to be bigger. All you need to do is educate yourself about what the US was like BEFORE FDR to realize how wrong they are.

Social Security is not being "Fixed" because it is "going broke", Republicans fundamentally believe that it is not the business of the government to keep old people from starving. Therefore, they want to end the program that keeps that from happening. An man who has called for the destruction of the UN is being nominated to be our official representitive there because Republicans think it is Anti-American to participate in any sort of multi-mational entity unless the US is explicitly the head of that group. George Bush even believes that he has no obligation to meet with the press, answer any hostile questions or even acknowledge the powers of the other branches of government. He feels that his narrow majority in the 2004 elections gives him carte blanche to do as he pleases.

I urge people who think that politics "Doesn't matter" to take a long hard look at this man and his policies. He has the willing cooperation of the Conservative Media and it is only through citizen activism and a massive voter turnout in 2006 that he can be stopped.

Just finished watching Hotel Rawanda - Rawandan genocide occured on Clinton's watch & he did nothing - Black Hawk Down on Clinton's Watch - The first WTC blast & he did nothing. 3 chances @ getting Bin Laden handed to him on a Silver Platter & he did nothing . Must I go on.

By the way, while I am old, I was not around when Hoover was President. Thought you might like to get a few facts straight

Did nothing? That's ****ing bull****. Read Against All Enemies and get back to me about how the Clinton Administration did nothing. There's more to anti-terrorism than declaring war when you feel like it.

All Roxy can do is bring up halfass insults of Clinton. CURIOUS why he (and others) can not defend Shrubya.

Bush and his administration is sending this country to hell in a handbasket.

I just (finally) saw FOG OF WAR. Hearing the wise words of McNamara made it even more clear what imbeciles this President and his minions are. And how frightening they are.
