OK, I *THINK* they are talking about this new show that debuted, which I won't watch again, where families compete with each other traveling across Route 66. It's basically Family Amazing Race without the "race" part.
One of the challenges involved one member of the family wearing giant bobble-heads of presidents, and one of the presidents was Bush. The other Obama. So I *think* that's the reference.
The OP's post wasn't worthy of the time it took for me to explain it. Why oh why did I just waste that time?
