I urge you NOT to lie on your resume.
This is the advise I give my son: Always think things through. True, you may really need this job, however, there is always the risk of this being exposed. Whenever that happens, it's always when you need a job most or when you need that boss for a recommendation.

As someone who does hiring I look for someone who is dependable and personable and can be a good trainee, someone I can mold into a job. I would be suspicious of a Mr. Experience who has no current references that can be verified.
Don't be afraid to say to an interviewer that you know the job market is tight and you are worried about that, but you will learn and promise to do your best as an employee.
In a restaurant you need to get along with hungry and sometimes grouchy customers. Having good social skills, neat appearance and pleasant disposition are more important than being a possibly bad employee at a possibly fictional restaurant.
I worked once at a luxury resort where you had to do a year of being a server's assistant (the one who sets and clears the tables) before you could be a server (the one who goes home with hundreds after the split).
I'll ask you specific questions about your previous jobs. So you'll need to fabricate a web of lies to cover your first one. If something doesn't seem right I'll not consider you. If you are on the job and I find you have been lying, you are out. You will also need to lie to your co-workers and potential friends, and make sure you are consistent.

P.S.
If anyone is looking for a seeasonal restaurant or resort job, they are hiring now all over the map. This is a good way to get that initial experience. Servers often get good pay and in some very lovely places.
