This article talks about the British government having to force waiting times on healthcare. It also talks about doctors being frustrated that they can't treat patients.

If the U.S. were to have national healthcare, how would this be avoided? How would the government get around the bureaucracy?

Perhaps like VA health care. A streamlined and low-cost (relatively speaking in relation to the billions of dollars in administration costs the paperwork the present system alone requires) and very favorably rated health care plan. The work that has gone on to improve that system has brought about a much higher patient satisfaction rate than ever thought possible in the days VA was considered horrendous.
