Yes. John Barrowman performed it, if I remember correctly.
You bet it was in DE-LOVELY--it was sung by John Barrowman and Kevin Kline.
It was originaly in the Fred Astaire stage show THE GAY DIVORCE, filmed as the Astaire/Rogers movie THE GAY DIVORCEE--which TCM will air on 8/15.
