WASHINGTON - The Federal Communications Commission has proposed a $1.4 million fine against 52 ABC Television Network stations over a 2003 broadcast of cop drama NYPD Blue.
The fine is for a scene where a boy surprises a woman as she prepares to take a shower. The scene depicted "multiple, close-up views" of the woman's "nude buttocks" according to an agency order issued late Friday.
The agency rejected the network's argument that "the buttocks are not a sexual organ."

To start, I think mainstream society is way to uptight about nudity.
Usually on TV breasts are allowed to be exposed as long as the nipples aren't, so wouldn't it make sense that butts could be shown but not butt-holes (to put it politely).
I agree. I hate how people think naked = pornographic. A lot of the time, it's not the case. Pornography is meant to excite. A naked body is just a naked body.
Anyway, I had to look their names up, but didn't Dennis Franz, Jimmy Smits, and Mark-Paul Gosselaar all show their butts? And wasn't Rick Schroder nude, minus a sock over his crotch?

A naked body may be a naked body, but I was bummed when I discovered that Zack Morris's naked butt was on TV and I missed it.
