So if Fitzgerald indicts both Cheney and Bush on grounds of criminal conspiracy, they could both be impeached and Speaker of the House Dennis Hastert would become president.

I know, but the rules of succession are clear: If the president and the vice president are impeached, the speaker becomes the president.
