This seems like a good idea to me. And the way I envision this all playing out it even gets a Hollywood ending!
AZ codifies and makes legal discrimination.
Next, all Jews are required to wear arm bands (blacks are exempt from this because everyone can just see that they are different. Duh!)
Joe Arpaio appoints himself "forever sheriff" and grows a tiny mustache reminiscent of that guy from the movie "Downfall"
AZ secedes when their economy implodes, builds walls to keep everyone out (or in) which results in mass riots and an almost total annihilation of all AZ residents (1st, 2nd, and 3rd class)
Finally, the US invades, re-conquers the territory and maintains the area as an arena for future Hunger Games (or Death Race depending on your cinematic tastes)
