I'm just curious, that's all. Someone was telling me that California is the only state with extensive laws for child actors, and I sort of don't buy that. I guess I'm just confused because I've done some extra work, and if minors were needed, they had to have all sorts of paperwork, their parents were there the entire time, and they left early from really long shoots.

Perhaps they meant that California is the only state that has the Coogan Law? Which is no longer true- according to SAG New York, Louisiana and New Mexico all also have variations of Coogan Laws on the books. But, for example, PA (where Kate Plus Eight is filmed (eta: besides the whole "are reality tv children considered child actors?" argument)) does not.

I have no idea. Yeah, I did find info on the Coogan Law for New York, and it does exist there. But, they told me I was wrong about child actors needing a work permit. I should know better than to argue with someone over the difference between doing those glitz pageants and working as a legitimate actor. And yeah, they did use the Gosselin kids as an example to tell me I was wrong. But, I have no idea about "reality" tv, so are the rules different for that?

Okay, my mom's a studio teacher out in California and I sent her the link to this page. Her response:

California and New York both have laws governing minors working in the entertainment industry, but the NY laws are not as strict as California. The minor needs a work permit in both states, and that work permit is valid for 6 months. But, in California, a minor who has graduated from high school, either by taking a test or actually graduating, does not need a work permit, and can work adult hours. In NY, all minors need a work permit, until they are 18. In California, there must be a Studio Teacher/Welfare Worker from the first day. In New York, a teacher is only necessary if a child has missed 2 days of school. California has a Coogan account, a blocked trust that 15% of wages are entered into that cannot be touched until the child reaches the age of 18. In New York, the monies are to be placed placed into a trust, but the trust is not blocked. The parents can take money out. That is the main differences in the two. There are NY banks that can set up a "Coogan" account, and some NY actors use one. That way, if they do work in California, or for a California company, all funds stay together. You can use a Coogan in New York, but you cannot use a NY trust in California.

So hopefully that helps!

Children who appear on reality tv shows are not considered performers, so even if the state of PA did have a Coogan law, the Kate Plus Eight kids would not fall under it.
