Summer Pre-College Musical Theatre Intensive?

My daughter, a junior at LACHSA (Los Angeles County High School of Arts) would like to spend a portion of the summer in NY in a Musical Theatre intensive. She is thinking about NYU, PACE, Michigan (obviously not in NYC), CAP21, etc. The problem is cost and quality of program.

I wonder, for those who have attended conservatory or university intensives, which has the best reputation in Musical Theatre, perhaps also including audition prep for college audition process. We are very tight financially, this will be difficult to do. I wonder if any of the programs offer scholarships. I looked at CAP 21, cost wise and couldn't believe that it could come close to $5000 with housing. That is really out of reality for us. Any insight would be great, I know how important summer intensives are for the summer prior to applying to college, just trying to work out which are the great programs and which offer financial assistance when needed.
