While I DO blame Bush, I would say that Condy Rice is not to blame at all...it is just not her job...if this had happened on foreign soil, it would be her job...but, I'm in the camp who denies her responsibility.
Bush, however, is simply without excuse. His poor decision making and notion of the centrality of the federal government is simply arrogant and ignorant.

Reading that i never know the "USA" was a 3rd world country, go figure, us in "Australia" where lead to belive you were a "Superpower".
