Couldn't they have just hired Philip Seymour Hoffman and saved themselves a lot of time and money on makeup?
I guess they did not want an actor who talks like he is always constipated, Roscoe.
Hector Hammond has always been drawn as having a head disproportional to his body too. I thought Hugo Weaving or Jason Isaacs would have been a better choice but I do love Peter.

Haha! This is gonna crack me up for days. Personally, I've never found him attractive, and HATED him in The Seagull.
Thought he was pretty creepy in AN EDUCATION. But he was charming in KINSEY and YEAR OF THE DOG (love that, a movie no one saw). I think he let himself go for EDUCATION. His pasty face and cottage cheese body -- ick. Very period-specific, but very unappealing.
