Actually, that's the best possible guess there is. However, I should make it clear that I'm talking about the Top 40 Pop Charts, not one of the off-shoot charts, like Latin, Easy-Listening, Alternative, etc. The two people in my question, both had a number 1 single on the Top 40 Pop Chart.
