My homecoming dance is in about 4 hours, and I still can't decide on what I'm wearing. So, does this shirt/tie combination work? Or should I run out and buy another tie that matches the shirt more?

The outfit is fine. However, you might want to wear w white tie to bring out the stripes in the shirt. If that's not possible, you'll still look smashing.
