While I'm not skateboard savvy, I believe you'd have to take a deck to a skate shop in order to see what wheels would work best for it. My friends used to skateboard quite often and would go to skate shops to replace the wheels, etc.

Most "hard core" skateboard enthusiests will build their own boards to their specifications. So they would buy the deck and then the wheels

Also, some people like to display them and it's easier to hang something without wheels on the wall.
