do they not nominate new series nominees for best series?

I'm confused as to why pushing daisies is up for everything but best comedy series.

MAD MEN is nominated in both so I'm pretty sure they can be.
Glad to see the PUSHING DAISIES and 30 ROCK love.

I'm just happy The Wire was recognized, which, to me, is in a whole other class from anything else on television.
