borstal, the protective armor is a separate issue from the weapons systems and was not mentioned in the speech as part of that long laundry list. the protective armor falls under the $87 billion that senator kerry voted for before voting against. he was one of only 11 senators to vote against the bill. 10 democrats and 1 independent (snake in the grass jimmy jeffords). in the house there was more opposition 125 votes against, of which 6 were republican and, again, one independent. while you might be able to find support for your argument that senator kerry was joined by some or, as you say specifically, many, republicans in opposing some of those weapons systems mentioned, you cannot make that same argument about the protective armor.
