No, actually. The phrase "finish him off" means "murder." What else do you do with an overthrown dictator? Exile him to Elba? Try him for war crimes?
The reason Bush pere didn't finish Saddam off is that his advisers agreed that invading Iraq would lead to failure. Which is exactly what happened to Bush fils.

so are you arguing that saddam is dead? i mean we overthrew him and managed not to kill him this time, right? you could always allow the new government to put him on trial, too, right?
since when did "finish him off" start pertaining exclusively to murder? in the paralance of the first gulf war, "finish him off" meant to roll the troops to baghdad and remove saddam from power. i again note that we removed him from power this time around without killing him. however, even had we chosen to do so then and have killed him in the process it's doubtful that any court other than one run by marsupials would have called it murder.

well, the ban itself is an executive order so it can be overturned by an executive order. moreover, the white house issued a "finding" in 2001 that it does not apply in wartime. either way, saddam is not dead.
