It took 3 days but I finally finished digesting his magnum opus. Instead of nitpicking it to death, I'm simply going to hold him to his stated goal below.
"Therefore, while our Budget runs deficits, we must begin the process of making the tough choices necessary to restore fiscal discipline, cut the deficit in half by the end of my first term in office, and put our Nation on sound fiscal footing."

McCain and Feingold are aiming to give the President a line-item veto to block earmarks. Keep in mind that this would tackle what remains of Bush's final budget for FY09.
