Not union busting at all. Gross mismanagement by the State of California.
one easy example: 2006 - Gov. Arnold Schwarzenegger and the state legislature pass a law lowering the tuition rate at all California community colleges from $26 to $20 a credit hour
That's about five times lower than in my state.
