Like many other songs, it was cut when Annie was adapted for the screen (Both times).
Personally, I think it's the insidious power of the right wing in entertainment, not wanting to advance the idea that Herbert Hoover was in any way shape or form to blame for the Great Depression.
Wait that was Herbert Hoover-- not sure what Herbit Hover did-- is he in Harry Potter?
