If you see a show via Linctix, I am assuming that you cannot see it again, correct? For example, awhile ago I bought a ticket to see War Horse via my Linctix account, and now if I were to select it to buy a ticket for it, it won't let me select a ticket.
Is this the policy for Linctix, or is this a glich on my end of things?

That's the policy for the program, unfortunately. It's one ticket per production. It's the same principle as HipTix, which is one pair per production, I believe (someone correct me if I'm wrong).
I wish they would let you buy at least a PAIR for LincTix. Even better would be if all the programs would let you buy a pair at this steeply discounted price, then perhaps increase the price a bit but let you continue to buy tickets - say $40 or $50 even. I know it's gracious of them to let you go once for such a good price, but it would be nice to be able to go back with a great discount (similar to rushing or lottoing for a second time).
